Based on an earlier feasibility study the TVA awarded a turnkey contract to Roberts & Schaefer to completely design and build a 1,400 TPH barge unloading facility and associated material handling system.

Included in the contract were complete marine facilities to dock and unload barges as well as tugboat moorings. A clamshell barge unloader, double-roll crusher and a sampling-service building were also included.
