Coal Ground Storage Facility
Isle of Wight County, Virginia

Roberts & Schaefer was engaged by the Norfolk & Western Railway Company as the prime consultant for a ground storage terminal system with an initial capacity of 1.63 million tons of coal. Annually this facility is expected to have a throughput of 8 million tons. R&S provided complete project management, study and detailed engineering including solicitation and evaluation of bids, procurement of all mechanical, electrical and structural components as well as the extensive permitting process.

The facility will received coal by rail, transfer the coal to ground storage at a rate of 6,000 TPH through an automated high capacity tandem rotary car dumper, conveyors, surge bins and an automated stacker/reclaimer. The coal is primarily metallurgical grade and is stored on the ground to prevent contamination of ground water as well as precluding contamination from other grades of coal. A computer controlled automated dust suppression system was designed to protect the environment from airborne dust. Reclaimed from storage at a rate of 6,000 TPH by the stacker/reclaimer, the coal can be moved over a 210 foot boom for delivery to yard conveyors and track loadout silos. Each silo can hold 11,500 tons of coal. From the silos 220 car unit trains can be loaded at the nominal rate of 8,000 TPH.

Because of the proximity of 50 acres of jurisdictional wetlands the U.S. Army Corps of Engineers invoked the NEPA process and required an Environmental Impact Statement (EIS). R&S managed the required studies of fugitive dust dispersion, effluent characterization, ground and surface water monitoring, wetlands delineation, traffic impact analysis, noise survey, endangered species and historical resources survey. Additional studies were required for state and local permits.
